GENERAL REGULATIONS
1.Invitation
The Croatian Chess Federation (from now
on CCF) has the honor to invite all European Chess Federations affiliated to
FIDE to participate at the European Youth Chess Championship for 2007, and
the 2007 European under-16 and under-18 Chess Championship in Sibenik
(Croatia) from the 13th September (arrival) to 24 September 2007.

Sibenik, the oldest Croatian town on the
Adriatic coast, is situated in well protected natural port, in the middle of
east Adriatic coast, ancient Mare Adriaticum, at the estuarium of river Krka,
at the spring of the rich Croatian history, probably at the place where some of
the first pilgram Croats have seen a blue sea, misterius and beautiful, which
protected, fed and guarded them for centuries. Sibenik is situated 310 km from Zagreb and about 80
km from Split and Zadar.
Today, Sibenik is cultural, educational,
secretarial and economic center of Šibenik-Knin county that has 51.553
citizens.
2. Participation
2.1. Each federation can register one (1) player in
each of the under 10, 12, 14, 16 and 18 (boys and girls) categories, totaling a
maximum of ten (10) players.
2.2. The players placed 1-3 in the previous European Youth
Championship will have the personal right to participate in the tournament of
the corresponding age-category or a higher age-category if they fulfill the
conditions that they didn't reached the age of 10, 12, 14, 16 or 18
years, respectively, by January 1st of the year in which the
tournament will commence. This privilege may be
exercised once exclusively in the subsequent year following the year of
qualification.
2.3. According to tournament rules one player to ten federations they
finished at top ten in previous year have the extra right to participate. These
Federations are:
1) Russia; 2) Poland; 3) Georgia; 4)
Ukraine; 5) France; 6) Azerbaijan; 7) Serbia; 8) Romania; 9) Hungary; 10)
Armenia;
In order to ensure proper tournament standards, all
invited players and extra players must submit their registrations through their
national federations in order to reach to CCF before August 3, 2007
(registration deadline). Entry form is attached. It should be filled and sent
back to organization.
3. ECU Fees
3.1. In accordance with ECU regulations, a 65 € entry
fee is required for each invited player. After the championship the national
federations will receive an invoice and should not transfer any fee in advance.
This amount must be sent directly to ECU by their National Federation after the
tournament completed.
3.2. In accordance with ECU regulations, a 130 €
entry fee is required for each extra player (those who play as “open”
participants). This amount must be sent directly to ECU by their National
Federation.
4. Registration and travel conditions
4.1 Entry forms must be filled and returned to the
CCF not later than August 3, by fax, stamped by the Federation or by official
mail. This date is the registration deadline.
4.2 The complete registration form must include
surname/s, first name/s, ID number, FIDE rating and title, and passport number
of each player. It must also include the name and telephone / e-mail / fax
number of the Delegation chief and of the person in charge in the Federation.
4.3 Players will not be paired until all their
payments have been fulfilled.
4.4 Travel expenses must be paid by the participants
or their Federation as following:
a) Pleso
(Zagreb) airport – Sibenik (by
bus, 300 km, approximately 3,5 hours),
price 70 Euro (two ways)
b) Zemunik (Zadar) airport – Sibenik (by bus,
70 km, approximately 1 hour), price 30 Euro two ways
c) Resnik (Split) airport – Sibenik (by bus,
70 km, approximately 1 hour), price 30 Euro two ways
d) Cilipi (Dubrovnik) airport – Sibenik (by
bus, 350 km, approximately 4,5 hours), price 80 Euro two ways
4.5 These transport services will be available on
September 13th, 2007 (arrival) and on September 24th,
2007 (departure). If it will be necessary organizer will accept special request
of Federations.
4.6. Players, who make private transport arrangements
and clearly indicate this in writing at the time of registration, will be fully
responsible for any problems they experience or arrival or departure. The
participants, who pay the expenses of organized transport till August 3, will
have organizers help in getting the visa, under the most optimal conditions.
4.7. At the
moment of registration this amount must be transferred to the following account

5. Lodging and meals
5.1 Accommodation and full board will be provided in
hotels of Solaris Holiday Resort in Sibenik.
Solaris Holiday Resort is made up of five hotels with
1300 comfortably furnished rooms. All facilities within the complex are located
about 50 meters from the sea, along the beach itself which extends 4 kilometers
suiting everyone's taste, including Dalmatian decorations and a walkway (Lungo
Mare).
Reservations and payments for these hotels must be made not later than August
3.
Players whose have free board and accommodations are
obligated to pay compensation of 100 Euros, not later than August 3.
Reservation is considered to be made when compensation will be made. Hotels
will be reserved according to the order of payment. Invited players and players
nominated by personal right which will be registered after August 3 will pay
extra charge of 100 Euro.
All payments mention above (5.1) are non refundable
if reservation cancelled.
5.2 Free board and room will be provided for
nominated players and players with personal rights from the September 13th,
(dinner) to September 24th (lunch).
5.3 One coach per delegation: Price 20% under prices
in article 5.6.
5.4 Every participant accepted as an extra
player will be obliged to lodge at the organization's hotels in Sibenik.
5.5. Hotel payments must be paid in Euro. The CCF
will not accept any promise for payment of Hotel bills at a future date.
5.6 Accommodation and meals for extra players and
accompanying persons will be in the official hotel hotels of Solaris Holiday
Resort in Sibenik where the tournament will be held.

Rooms have air-conditioning, direct telephone line,
SAT-TV (with special canal on which will be possible to follow
results, standings and pairings of the tournament), toilet/shower, hair-drier, mini bar and balcony.
Participants
can use free wireless internet in the halls of five hotels of “Solaris Holiday Resort”.
5.7 Payments in advance for accompanying persons and
extra players must be transferred to the account as in article 4.7.

A player of Federation's which representative will
not be present in delegates meeting will not be paired according to the
decision of ECU Board.
8. Rules and regulations
The tournament will be played by a 9-round Swiss
System. National ratings will not be taken into consideration for the parings.
Playing rates will be according to FIDE regulations: 90 minutes for 40 moves +
30 minutes until the end of the game followed with additional of 30 sec per
move started from move one.
9. Information
Each Federation is entitled to one free bulletin per
round. Additional bulletins will be on sale. Before the tournament, information
will be available on the Internet at www.euroyouth2007.com
On this site will be entry forms for registration
participants, accompanying persons and journalists.
10. Prizes
10.1 The first three players of each group will be
awarded with medals. The first five will be awarded with trophies and the first
ten players in each group and categories will we awarded with diplomas.
10.2 The first five players of each group will be
awarded with special awards (chess software, chess books, chess sets) in total
amount for all prizes 10.000 euros.
10.3 Each participant will receive presents in total
amount for all 10.000 euros.
10.4. SPECIAL PRIZE!!!
The University of Texas at Dallas gives two four
years Academic Honors Scholarships at the EYCC 2007. One will go to winner of
the Boys U-16 Section; one will go to winner of the Girls U-16 Section. These
two scholarships have a combined value of $80.000 USD!
